Feng Hsu
Dr. Feng Hsu is a renowned world expert with decades of experiences in the fields of risk assessment and management and risk-informed decision-making for safety and mission assurance of complex engineering systems, energy and environmental infrastructural systems such as nuclear and space-based solar power (SBSP) systems, launch vehicle systems, solid rocket booster and interplanetary exploration spacecrafts as well as transportation systems for rail and civil aviation. Formerly an engineering researcher at world-renowned Brookhaven National Laboratory (BNL), Dept. of Advanced Technology, he has worked extensively on reliability, probabilistic risk assessment (PRA) and risk management theory and methodology research for nuclear reactor systems and space launch vehicle systems since the 1980s. He then became Sr. Staff Engineer/Scientist and joined NASA’s SAIC team in the Space Shuttle and Exploration Analysis Department at Johnson Space Center in Houston, Texas, where he has remained since 2000.
Dr. Hsu has been a lead engineering analyst and project manager working as technical expert in the Space Center on NASA’s key program areas, such as Safety and Mission Assurance (SMA) and PRA for the Space Shuttle Program (SSP) and the International Space Station (ISS) as well as the risk-based mission system design assessment for the new-generation space launch and crew exploration vehicle (CEV/CLV) systems of the Constellation program. Hsu was a key member of the Columbia investigation and the RTF (return to flight) teams at JSC, and he is now a leading NASA engineer and head of integrated risk management working on frontier space missions at NASA GSFC. Dr. Hsu has many publications, including journal articles, NUREG/CRs, BNL and NASA technical reports as documented for US NRC (Nuclear Regulatory Commission), US DOE (Department of Energy), US FAA (Federal Aviation Administration), and NASA (National Aeronautics and Space Administration), etc.
Besides being an invited referee for several international journals, Dr. Hsu serves on the Technical Committee of IEEE SMC and is Co-chair of the technical committee on System Safety and Security. He is on the Technical Committee of PSAM9 and has regularly chaired technical sessions in various international academic and professional conferences. Feng holds an undergraduate degree in applied math, an M.S. in operations research and statistics, and a Ph.D. in engineering science. He has won numerous research and service awards from BNL, SAIC, and NASA. His professional and academic honors include: Senior member of ATWG (Aerospace Technology Working Group); Sr. Advisory of the SEDA (Space & Earth Development Alliance) Institute; Sr. Advisory of the Engineering Board of the Lifeboat Foundation; Co-founder of the Space Development Steering Committee; Member of ANS (American Nuclear Society), AIAA (American Institute of Aeronautics and Astronautics), IEEE, ISSAT (International Society of Science & Applied Technologies), and SRA (International Society for Risk Analysis); Board of director member (1996–98) of ISSAT (International Society of Science and Applied Technologies); Guest referee for two major international journals; Co-author of the book Beyond Earth – The Future of Humans in Space (Apogee Books, 2006); Principle author of major reports of the NASA PRA study for the Space Shuttle STS systems; NASA SPRA Achievement Award, July 2006; NASA EML Award, NASA JSC, March 2004; NASA/SAIC SR&QA recognition award, July 2002, for significant contribution for the Space Shuttle PRA; NASA/SAIC SR&QA peer recognition award, March 2001, for key contribution for SPRA MLD; Brookhaven National Laboratory service award, August 1999 for outstanding work performance; and US DOE honor for NIAS technique and software development, US National Energy Software Center, Argon National Laboratory, Chicago, 1994.
