William H. Mansfield III

William H. Mansfield is currently serving as Senior Advisor to the Executive Director of the United Nations Environment Programme (UNEP) located in UNEP’s Regional Office for North America in Washington, DC. He is a former Assistant Secretary General of the United Nations and Deputy Executive Director of the United Nations Environment Programme (UNEP) (1986–1992). Headquartered in Nairobi, Kenya, UNEP is the principal environmental arm of the United Nations Organization, addressing primarily global, regional, and North-South environmental issues. During seven years with UNEP in Nairobi he participated in the international negotiations on treaties and programs related to stratospheric ozone, climate change, and biological diversity, and had major senior responsibilities for UNEP’s programs worldwide.

From 1992–93 Mansfield was the Special Representative of the UNEP’s Executive Director. In 1995 he directed the organization’s Global Environment Facility (GEF) Office. The GEF is an international organization that provides funding to developing countries to enable them to work on global environmental projects.

From April 1996 to May 1997 he was the Senior Vice President and Director of Operations at the Worldwatch Institute, a non-profit, independent, environmental research organization located in Washington, DC. From 2000 to 2003 he was the Special Advisor to the Executive Director of the North American Commission for Environmental Cooperation. Located in Montreal, Canada, the Commission is the environmental arm of the North American Free Trade Agreement.

Mansfield has wide-ranging and varied international diplomatic and environmental experience. He joined the US State Department in 1958 and served in diplomatic posts in Africa and Europe.
